Passed on to the Joint Committee. The document has been discussed at its 2nd extraordinary meeting of 18 January 2012.

 

And at its 3rd meeting of 27 January 2012 the Committee on EU Affairs of the National Assembly of the Republic of Slovenia adopted the following Position:

 

The Republic of Slovenia supports in principle the Proposal for a Regulation of the European Parliament and of the Council on safety of offshore oil and gas prospection, exploration and production activities since it brings certain benefits through ensuring greater safety in operations related to offshore oil and gas prospection, exploration and production in the EU and in the North Adriatic which is of great importance for Slovenia. As offshore gas and oil activities are not executed, the Republic of Slovenia advocates the position that the Regulation concerned shall not apply for countries without shore or for areas on which the activities are not executed in accordance with this Regulation.

 

The main comments of the Republic of Slovenia on the proposed text refer particularly to:

1. Subject and Scope (Article 1) A clear diction should be included, stating that this Regulation shall not apply to Member States which do not carry out these activities.

2. Transboundary effects (Article 17): A Member State carrying out operation must also provide for all preventive measure to prevent adverse transboundary effects.

Slovenia will advocate that a comitology procedure be chosen for the implementation of the programme, thus providing greater transparency and consideration of Member States in adopting the implementing acts.
