And at its 3rd meeting of 16 February 2012 the Committee on Foreign Policy of the National Assembly of the Republic of Slovenia adopted the following Position:


The Republic of Slovenia supports the Proposal for a Regulation of the European Parliament and of the Council establishing a Partnership Instrument for cooperation with third countries.


The Republic of Slovenia supports the efforts to upgrade the relations with third countries and regions with the aim of a more efficient tackling of global challenges. Slovenia notes that the development aid criterion will no longer be decisive for the implementation of cooperation and therefore expects the criterion of reciprocity be introduced as regards the responsibility for the implementation of the agreed programmes, where such is necessary for the establishment of partnerships.


Slovenia also supports the efforts to promote the »Europe 2020« strategy in the EU external relations but looks forward to additional explanations by the Commission concerning specific objectives and manners of implementing the priorities.


Slovenia supports the idea of aid being directed toward establishing the conditions necessary to improve market access and develop trade, investment and business opportunities for European companies, whereby it shall advocate in particular the significance of such opportunities for SMEs.


In the course of the debate on the Proposal, the Republic of Slovenia will strive for a greater role of the Member States in implementing the Instrument and adopting decisions in the development cooperation instrument committee, and for the Commission to present the legal basis for the implementation of the Instrument to be adopted pursuant to this Regulation.
