Passed on to the Committee on Defence. The document has been discussed at its 2nd extraordinary meeting of  15 February 2012.

 

And at its 7th meeting of 24 February 2012 the Committee on EU Affairs of the National Assembly of the Republic of Slovenia adopted the following Position:

 

The Republic of Slovenia supports in principle the renewal of instruments in the field of civil protection, aiming to comprehensively regulate the field and include almost the entire cycle of disaster management (from prevention to preparedness to respond).

 

The proposal for a decision summarizes good practices concerning disaster response cooperation over the recent period in which the response of the civil protection is being coordinated with humanitarian assistance, also provided for in the Consensus on Humanitarian Aid. The Republic of Slovenia is inclined to such solution, since the synergy between measures minimises the response time and efficiency of the response intervention.

 

The Republic of Slovenia raises concern regarding the presented concept of the European Emergency Response Capacity, as the proposal for a decision does not indicate that it ensures a faster and more effective response to disasters.

 

The Republic of Slovenia has reservations regarding the manner of the civil protection cooperation in the consular protection of EU citizens in third countries. In this regard, the Republic of Slovenia believes it is important that the provisions of the decision do not involve new responsibilities, and that the principle of exclusive national competence in the field of consular activities of EU Member States is being observed.

 

The Republic of Slovenia estimates that it is not appropriate that the proposal for a decision imposes obligation on EU Member States to prepare and communicate their risk management plans to the European Commission.
