On 8 October 2012, the Joint Committee for EU Affairs adopted a Resolution regarding the compliance of the initiative with the principle of subsidiarity.

The Joint Committee for the EU Affairs considers that the Proposal complies with the principle of subsidiarity established in the Treaty on the European Union in force. Nevertheless, the Committee considers that, in the course of the approval procedure some changes have to be introduced in the proposal so that the Directive establishes a set of main principles and objectives, leaving Member States a wide range of possibilities for its implementation according to its cultural and legal tradition.
