The government submitted EU documents 5960/13, 5985/13, 6012/13, 6013/13, 6014/13 a 6015/13
to the Chamber of Deputies on 2/8/2013.

Committee for European Affairs decided on 2/28/2013 by resolution No. 299 to discuss the documents and appointed the member Mr. Jiří Zemánek as rapporteur.

Committee for European Affairs at its 45th meeting on 5/23/2013 by resolution No. 323

1. welcomes in general the removing of the technical and administrative barriers to the functioning of the internal rail transport market in the EU and improving rail safety;

2. believes that the new requirements in the technical specifications and safety should also be driven by an effort of surveying the regulatory framework and reduce the administrative and financial burden for entities operating in the internal EU market for rail transport;

3. is of the opinion that the key condition of the liberalization and opening up of national markets policy is the provision of equal and non-discriminatory access of the transport services;

4. highlights that the considerable range of powers and new tasks conferd in the proposal on the European Union Agency for Railway will place considerable demands on the Agency;

5. doesn’t consideres appropriate leaving the possibility of two versions of organization of railway undertakings (ie, complete separation and a vertically integrated structure);

6. supports contracts within the public service on a competitive basis;

7. points out the obligation of the responsible party to send its opinion on the draft legislative act in accordance with the provisions of Article 6 of the Government of the procedure for sending draft legislative acts of the EC / EU and the European Commission's Deputies of the Czech Parliament and the Senate of the Parliament of the Czech Republicto the Committee for European Affairs of the Chamber of Deputies.
