Passed on to the Committee on Infrastructure and Spatial Planning. The document has been discussed at its 9th meeting of 17 September 2013.

And at it's 74th meeting of 4 October 2013 the Committee on EU Affairs of the National Assembly of the Republic of Slovenia adopted the following Position:

The Republic of Slovenia agrees that some action is necessary at the EU level so that, in the light of the anticipated 50% increase of air traffic in the next 10-20 years, Europe will be able to avoid the insufficient capacity of the European air traffic control system and to improve the efficiency of air traffic management in the EU.

The Republic of Slovenia welcomes the Commission's active approach to analyze the state of affairs and formulate measures to allow safe, fast and smooth operation of the air transport system in the future throughout the continent, and achieve the goals of the Single European Sky (SES), such as improved safety, greater airspace capacity, lower air traffic management costs, and reduced negative impacts on the environment.

The Republic of Slovenia does not support the Proposal for a Regulation of the European Parliament and of the Council on the implementation of the Single European Sky (recast) and the measures which, by proposing systematic, structural and operational changes, aim at cost efficiency rather than air traffic safety.

The Republic of Slovenia proposes that as regards the issues regulated by the Proposal, we first wait for the results of the implementation of the existing EU law and only then proceed to drafting and adopting new legislation in such regard.

The Republic of Slovenia does not support the Proposal that inadequately focuses exclusively on measures to reduce costs and does not contain mechanisms to promote economy of scale and/or economy by specific areas of provision of air navigation services.

The Republic of Slovenia does not support the provisions of the Proposal that regulate the relation between EASA and national control authorities, as they inappropriately regulate the relation between the entities and are insufficient as regards the staff of national control authorities.

The Republic of Slovenia opposes the centralization of decisions about the development and provision of air navigation services introduced by the Proposal, as such leads to reduced role and influence of EU Member States and can restrict their fulfillment of international commitments in the provision of air navigation services, particularly considering the Convention on International Civil Aviation.

The Republic of Slovenia does not support the provisions of the Proposal concerning the implementation plan and the route charges scheme, functional airspace blocks, the involvement of airspace users, support services, and the role of the network manager.

The Republic of Slovenia does not support the Proposal for it presents negative impacts on the field of defence in Slovenia. In addition, it has negative consequences for the budget, public administration, and the economy of Slovenia.

The Republic of Slovenia is thus entering a general and substantive reservation as well as a scrutiny, linguistic, and parliamentary reservation on the text of the proposed Regulation.
