16 October 2013 Agreed decision: It was agreed that this proposal warrants further scrutiny. It was also agreed to request officials from the lead Department to attend a meeting with the Committee to give a full explanation of this proposal and its impact on Ireland, in order to assist the Committee in its scrutiny, at which point the Committee can decide whether it wishes to take further action.
23 October 2013 Agreed decision: The Committee agreed that the proposal does not comply with the principle of subsidiarity. The Joint Committee agreed a report, under Dáil Standing Order 105 and Seanad Standing Order 101 on 23 October 2013, containing in paragraph 5 a reasoned opinion, outlining why it believes the proposal does not comply with the principle of subsidiarity. The Committee recommended the reasoned opinion contained in paragraph 5 of the report, for agreement by Dáil Éireann and Seanad Éireann.
