On 25 February 2014, the Bureau of the Joint Committee for EU Affairs decided to appoint a rapporteur to jointly examine the compliance with the principle of subsidiarity of the initiatives COM (2014) 4 final and COM (2014) 5 final.

On 8 April 2014, the Joint Committee for EU Affairs adopted two different decisions regarding the compliance of the initiatives with the principle of subsidiarity.

The Resolution 16/2014 of 08/04/2014 was approved concerning COM (2014) 4 final, stating that the proposal is in accordance with the principle of subsidiarity. On the contrary, the Joint Committee did not approve the text submitted by the rapporteur related to the proposal COM (2015) 5 final.
