Information on parliamentary scrutiny

The Committee on the Interior, Public Administration and Local Self-Government discussed the proposal at its 31st meeting of 11 January 2017.

And at it's 111st meeting of 13 January 2017 the Committee on EU Affairs of the National Assembly of the Republic of Slovenia adopted the following Position:

The Republic of Slovenia agrees with the importance of connectivity for the Digital Single Market and the need to develop new networks in the European Union for its digital future. We therefore appreciate the European Commission's efforts to develop a new field for projects related to the provision of free very high-speed local wireless connectivity in local communities by entities with a public mission.

Notwithstanding the above, however, we are not sure whether the effect of the initiative will be proportionate to the funds invested (EUR 120 million), particularly in terms of development of upgraded mobile networks that allow high-speed data transmission and considering the plans for a rapid implementation of mobile technology and/or 5G networks. We believe that in any event it is necessary to consider in the project the impact on the business interests of mobile operators and the timeline of introduction of 5G services. In the course of further coordination, the Republic of Slovenia will strive for a more precise definition of the beneficiaries, a more precise definition of the role of the Member States, and a clarification of issues regarding the implementation of the programme and the impact on competition.
