The documents No 15090/16, 15091/16, 15120/16 and 15172/16 were submitted to the Chamber of Deputies on 12/2/2016.

The Committee for European Affairs decided on 12/15/2016 by its Resolution No. 329 to deliberate on the document and appointed the Member Mr. Jan Zahradník as rapporteur.

The Committee for European Affairs at its 63rd meeting on 4/20/2017 by Resolution No. 375

 

  1. has deliberated on the Communication “Clean Energy For All Europeans”, the Proposal for a Regulation on the Governance of the Energy Union, the Proposal for a Directive amending Directive 2012/27/EU on energy efficiency and the Proposal for a Directive on the promotion of the use of energy from renewable sources;

  2. supports the framework position of the Government of the Czech Republic on the Proposal for a Directive amending Directive 2012/27/EU on energy efficiency from 27/1/2017, the framework position of the Government of the Czech Republic on the Proposal for a Directive on the promotion of the use of energy from renewable sources from 16/1/2017 and the framework position of the Government of the Czech Republic on the Proposal for a Regulation on the Governance of the Energy Union from 23/2/2017;

  3. supports the position of the Government of the Czech Republic in the effort to promote a non-binding target on energy efficiency at the level agreed in the European Council in 2014;

  4. calls for strict maintaining of non-binding nature of national contributions to the European RES and EE targets and for laying down clear and objective mechanism for evaluation of national contributions and also calls for confirmation of non-binding nature of recommendations of the Commission and comments from neighbouring and other Member States in the legislative drafts;

  5. supports the effort of the Government of the Czech Republic to clarify interpretation of the method of determining national contributions in the Proposal for a Directive on energy efficiency;

  6. calls on the Government to immediately initiate a review of the overcompensation of the renewable sources subsidy;

  7. supports the requirement of the Government of the Czech Republic for the widest possible utilization of existing national strategic documents;

  8. authorizes the Chairman of the Committee for European Affairs to forward this resolution to the President of the European Commission in the context of the political dialogue;

  9. authorizes the Chairman of the Committee for European Affairs to forward this resolution to the Committee on Economic Affairs for information.
