Information on parliamentary scrutiny

The Committee on Infrastructure and Spatial Planning discussed the proposal at its 50th extraordinary meeting of 17 March 2017.

And at it's 44th extraordinary meeting of 17 March 2017 the Committee on EU Affairs of the National Assembly of the Republic of Slovenia adopted the following Position:

The Republic of Slovenia welcomes the Proposal for a Directive of the European Parliament and of the Council on the promotion of the use of energy from renewable sources (recast).

In accordance with the EC conclusions of October 2014, the Republic of Slovenia supports binding EU target of at least 27% renewable energy sources (RES) in the gross final consumption of energy by 2030.

The Republic of Slovenia supports the proposal that Member States are free to determine their share of RES in the final energy consumption by taking into account the measures and policies in other areas related to the promotion of the use of energy from renewable sources. However, it insists that the circumstances affecting the level of the set objectives also take into account, in addition to the ones already suggested, the environmental constraints and Member States’ contribution to other environmental policies of the Union, such as providing habitats for biodiversity conservation (Natura 2000).

The Republic of Slovenia does not agree with the proposed solution of introducing the financial platform or a fund to which Member States would contribute should they not reach the targets set for RES. The Republic of Slovenia opposes such a fund, since the regulation does not specify the operating principles of the fund nor the burden by Member State in the event of failure to achieve the targets.

The Republic of Slovenia has reservations as regards the proposal for the mandatory opening of national support schemes for RES projects between 2021–2025 in other Member States.

The Republic of Slovenia supports the proposal to simplify the administrative procedure for obtaining the permission to connect devices for producing energy from renewable sources and the setting up of a single administrative contact point.

The Republic of Slovenia supports the European Commission’s proposal concerning the self-sufficency, both at the level of individuals as well as multi-apartment blocks and communities.
