The Bundesrat welcomes the fact that the Commission advances the creation of a single market for data and the strengthening of trust in data intermediaries. The Bundesrat supports the goal of creating a single market for data, but with due regard for the regulatory competencies of the Member States. By choosing the means of a Regulation, Member States are left with almost no room for flexibility in implementation.

The Bundesrat emphasizes the importance of only making data available that has been collected in compliance with the law, and that the rights of individuals must be safeguarded in the process. In its contribution, the Bundesrat stresses consumer protection in particular.
