The Bundesrat welcomes in principle the Commission's communication. It welcomes that the Commission's proposal recognises that there are significant investment needs to achieve the ambition set by the European Green Deal and supports the aim to transform the EU into a fair and prosperous society, with a modern, resource-efficient and competitive economy.

The Bundesrat is critical that the Commission's communication does not acknowledge the considerable investment needs to eliminate the environmental hazards associated with contaminated sites.

It calls on the Commission to ensure that the ambitious targets set for the EU budget and the associated programmes actually ensure that the funds provided are used for efficient climate protection measures.

The Bundesrat is concerned that the present investment plan for the European Green Deal does not take into account the costs of maintaining and restoring ecosystems and biodiversity.
